Mr. Barcicki is an attorney-at-law, a member of the Regional Chamber of Legal Advisors in Lublin. Since 2007, he has been supporting entrepreneurs in running their businesses, combining excellent legal knowledge with a practical approach and an understanding of business realities.
He specializes in public procurement law, commercial contracts, IT law, and in conducting commercial and civil disputes. In the area of public procurement law, he has effectively represented contractors and contracting authorities for years in proceedings before the National Appeals Chamber (Krajowa Izba Odwoławcza) and before common courts. He advises at all stages of tender procedures – from document analysis, through the preparation of bids and consortium agreements, to representation in disputes. Among others, he supported the Ministry of Regional Development in auditing tender procedures conducted by the General Directorate for National Roads and Motorways, as well as leaders in the IT and medical technology sectors.
In his practice concerning IT and new technologies, Mr. Barcicki advises on contracts for software supply and the implementation of ERP systems. He has extensive experience in providing legal services for technological projects for the public and private sectors, including offices, state institutions, local governments, and industrial and commercial enterprises. He has also collaborated with leading publishing houses and press editorial offices, supporting them with copyright law and the protection of content published in traditional and digital forms.
A significant part of his practice also involves civil law and procedure – he represents clients in disputes regarding compensation, protection of personal rights, labour law, and the liability of board members of commercial companies.
